How to get a building permit
- Check whether you need one. The county’s Permit Exemptions list names work that needs no permit. Permit packages for fences and walls, pools and spas, roofing and other common jobs are on the Permits and Forms page.
- Apply online through PascoGateway. The county also publishes a step-by-step application guide.
- Pay the fees. The county prices permits by the work, the size of the job and the number of trades; call for an estimate. Cash, check and major credit cards are accepted for everything except mobility and impact fees. Payments are taken 8 a.m. to 3:30 p.m. weekdays.
- Schedule inspections in PascoGateway, or call 727-847-8126, option 2. Virtual inspections can be booked by email at inspectionschedulers@mypasco.net.
A permit is good for six months from the issue date and six months from the last passed inspection. Storm-related permit fees were reinstated Aug. 1, the county says.
Doing the work yourself. Florida lets a homeowner act as the contractor on a home that is the owner’s primary residence and not a rental, with an owner-builder affidavit. Check a contractor’s state license on the DBPR license search.
Impact fees. Additions that increase a home’s living area trigger impact fees, which must be paid before the certificate of occupancy. The county will run an impact fee study before you build.

Zoning: what is allowed on your lot
Setbacks depend on your zoning, your subdivision and whether you are on a corner lot, the county says. To check:
- Look up your parcel in Pasco Mapper, which shows parcel, zoning and flood information.
- Read the Land Development Code and the Comprehensive Plan on Municode.
- Call the Development Code Review Division at 727-847-8142.
If your home is in a homeowners association, its deed restrictions are private rules on top of the county’s; a county permit does not override them.
Rezonings and big projects
The Planning Commission hears rezonings and land-use changes and makes recommendations; the Board of County Commissioners has the final vote. To see what is proposed near you, use the county’s Project Pipeline map. Agendas are on the county’s CivicClerk portal.

Code violations
Code Compliance (727-847-8171) acts on complaints. Florida law bars it from acting on anonymous complaints except for imminent threats, so you must give your name and address. For overgrown lots, only a neighbor whose land abuts or surrounds the property can complain. Unpermitted work carries double permit fees, a fine of at least $50 and possibly a lien, and the current owner is responsible even if the work predates the purchase.
What this means for you
- Search Pasco Mapper before you buy or build.
- Pull the permit before you hire, and make sure your contractor is licensed.
- Planning Commission agendas are where Wesley Chapel’s next shopping center or subdivision shows up first.
